Create a Structure Inventory Database

NFIP-participating communities must assess damage from any source to residential and non-residential structures in the Special Flood Hazard Area (SFHA) for substantial damage (SD). Creating a structure inventory before a future event could make determining and tracking SD simpler.

SD Timeline


Your structure inventory can be as simple as a spreadsheet or plotted in Geographic Information System (GIS) format, but should include the following fields:

Suggested items to include in a structure inventory list, like parcel number, number of stories, market value, etc

Already have a database? Make updates considering the following:

Has your SFHA boundary changed? Have structures been removed? What new development or construction do you need to account for? Have structures undergone substantial improvements? Have market values changed? Have structures been mitigated?

Contact your local tax assessor’s office to get the adjusted assessed value, minus land value, as a starting point for market value on structures in your database. Learn more about adjusted assessed value on page 52 of the Substantial Improvement/Substantial Damage Desk Reference.
